Mixed plastics capital grant competition
WRAP are launching a new capital grant opportunity in England, Wales and NOrthern Ireland to provide financial assistance towards a facility (or facilities) that will be capable of sorting, recycling and reprocessing a range of mixed plastic (non bottle) packaging arisings from the domestic waste stream. WRAP can offer up to £2m as a grant, providing that the total State Aid intensity does not exceed 30% of the total eligible capital costs of the project, applicants may also wish to seek public funding from elsewhere.
A project proposal must, as a minimum, be capable of receiving mixed plastics as a feed material and sorting it into the major polymer streams. Proposals will preferably include further reprocesing operations such as, but not limited to, washing grinding and extrusion of the sorted outputs and to produce high quality recycled fractions such as pellets and/or flakes that can be used to directly manufacture new plastic items with a recycled content.
To apply for support, your proposal must:
- Be a capital investment (operating costs are not eligible for a grant) to establish one or more facilities in England and/or Wales and/or Northern Ireland.
- Demonstrate that supply contracts or letters of intent are in place; use proven technology; be installed and fully operational by 31 March 2011.
- Be commercially sustainable in the medium and long term and result in an auditable, additional (to any current activity) annual output for a minimum of five years from the date of operation.
- Be able to demonstrate that the project viability is dependent on grant funding.
- Demonstrate clearly defined and, where possible, secured and markets that at least 70% of the recycled outputs will substitute for virgin plastic in the manufacture of new items.
